Drainage and flooding
Wootton Brook flows through the southern part of the site and could be a significant recreational, ecological and visual asset for existing and new communities. However, the opportunities brought about by the watercourse need to be balanced against the need to protect existing and future residents from the risk of flooding. A comprehensive Flood Risk Assessment and Drainage Strategy will be prepared for the site. Modelling the 1 in 200 and 1 in 1000 years flood events will ensure that the floodplain is accurately defined and that no inappropriate development is located in this
area.
A comprehensive sustainable drainage scheme (SUDS) will be produced to ensure run off from the development is contained within the site, thereby not increasing the risk of flooding further downstream. Subject to ground conditions, a range of techniques such as soakage, swales and retention ponds will be used. The work will be carried out in accordance with Planning Policy Statement 25 Flooding and consultation with the Environment Agency is being undertaken.
Access and movement
The development will be based on a network of streets, cycleways and footways to encourage non-car journeys and reduce congestion. It will provide a high quality 10 minute bus service to Northampton linking Grange Park via Lark Lane. Links with Wootton, Hardingstone,
Brackmills and Milton Keynes will also be provided where feasible. The Consortium aims to achieve a minimum of 20% modal shift in accordance with the aims of Northamptonshire County Council. Vehicular access into the site is possible from several locations including Quinton Road, Wooldale Road, Newport Pagnell Road and Brackmills Link Road. A comprehensive Transport Assessment and Travel Plan will be produced in accordance with the requirements of Northamptonshire County Council and the Highways Agency.
Landscape and Biodiversity
The masterplan will be based around a series of linked open spaces and green infrastructure including playing fields, squares, linear routes and parks. The sustainable drainage system will be designed as a key part of the public open space network and will help create ecological and recreational value.
There will be improved habitats for wildlife with the creation of new habitats including ponds, wet margins, green corridors and woodland. Subject to agreement with Northampton Borough Council as landowners, the Consortium aims to extend and enhance Brackmills Wood to create an area of leisure and amenity for the wider community. There are no statutory environmental constraints on the site.
Archaeology
Archaeological assessments are currently being undertaken. This includes geo-physical surveys and trial trenching which is being carried out on the site to ensure that any significant archaeological remains are incorporated within the larger masterplan strategy.
Community facilities
A full audit of the education needs of the area will be undertaken in conjunction with the Local Education Authority. At present it is thought that three new primary schools will be provided within the development and the Consortium is currently discussing secondary education with the LEA.
The masterplan will also incorporate neighbourhood and local centres which will include retail provision, local employment opportunities and discussions will take place with the Primary Care Trust over future health care requirements. The Consortium is looking at various models for the long term management of open spaces and facilities, including community management. Connectivity with existing communities will be encouraged to ensure that the new facilities benefit both new and existing residents.
