Rachel Carson

Managing Director

Rachel is a founder member of Engage Planning, now in its seventh year. Rachel has led pre-application consultation on a wide range of projects including major residential-led mixed-use schemes, brownfield sites, town centre redevelopment schemes and residential developments in rural communities.

With a background in politics, Rachel has previously worked for both Essex County Council and as Parliamentary Researcher for Bernard Jenkin MP, during which time she dealt with constituent’s casework in liaison with the local authorities.

Vicky Wetherell

Vicky has 17 years experience in the environmental policy and planning sector, working within the public, private and voluntary sectors. Her experience extends from local government planning policy and development, to designing and implementing compensation proposals for the Channel Tunnel Rail Link (HS1), and advising central Government on protected landscapes and sustainable rural transport policy.

Sarah Hunter

Business Development Manager

Sarah leads on business development, seeking out new areas and projects that will benefit from Engage Planning’s involvement; including the promotion of mixed-use development sites through local plans, to allocated residential sites and long-term brownfield redevelopments. Sarah has a background in law with an LLB from Nottingham University and an MA from Hull University.

Chris Brown


Chris is a CIPR (Chartered Institute of Public Relations) Accredited Practitioner and holds the CIPR Diploma in PR. Chris has 15 years of political experience, including as a local councillor for three years, and he holds an MBA from Bristol Business School. Chris has also developed and delivered a CPD course on “Effective Community Engagement” to council planning officers from Essex, Suffolk and Norfolk.
